Background

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

 

The Transnational Threats Department of the OSCE Secretariat ensures better co-ordination, strengthened coherence and more efficient use of OSCE resources to address transnational threats to security in the areas of countering terrorism, enhancing Border Security and Management, policing matters as well as enhancing cyber/ICT security. A key function of the TNT Departments’ Co-ordination Cell (TNTD/CC) through its Cyber Security Officer is to act as focal point for cyber/ICT security related issues for all 57 participating States, the Secretary General, OSCE executive structures as well as the Chairmanship in Office and the Chair of the Informal Working Group (IWG) set up pursuant to PC.DEC/1039. A particular focus is the implementation of Confidence-Building Measures (CBMs) to reduce the risks of conflict stemming from the use of Information and Communication Technologies contained in PC.DEC/1106 and PC.DEC/1202, as expressed through MC.DEC/5/16 and 5/17. To this end, a dedicated ExB project has been set up to support the implementation of CBM 3 and CBM 15, specifically on crisis communication procedures, crisis management and the classification of information communication technology (ICT) incidents in terms of the scale and seriousness of the incident. Additionally, it aims to raise the implementation rate of the OSCE cyber/ICT CBMs as well as raise State’s capacities to deal with significant cyber/ICT incidents in an effective way through providing support in developing national cyber incident severity scales (NCISS).

 

 

Recognizing the increasing complexity of cyber/ICT security incidents and the need for advancing crisis management procedures and expanding the classification of ICT incidents in terms of the scale and seriousness of the incident, the goal of this project is to promote, assist and foster the use of national cyber incident severity scales (NCISS). This will be achieved through a 1) combination of best practice analysis; 2) the development of an implementation framework; 3) sub-regional best-practice exchange workshops among OSCE participating States (pS) on NCISS usage, development and inter-agency collaboration; and 4) country specific NCISS development and implementation workshops.

Tasks and Responsibilities
If you are selected for this post, you will be responsible for assisting in the implementation of all project-related modalities and activities under the supervision of the Cyber Security Officer, the Project Manager. More specifically, you will be tasked with:

 

  1. Assisting to ensure the development, implementation, monitoring and evaluation of the capacity-building project on cyber incident severity scales and its related activities, including defining implementation modalities, conducting independent research on cyber incident severity scale modalities, developing analytical baselines for proper customization of cyber incident severity scales, overseeing implementation support of NCISS through the project activities throughout the project life cycle, determining forecast expenditures and drawing up project budgets; communicating with implementing partners; identifying problems and issues and taking the necessary corrective actions; monitoring and evaluating the project, regularly reporting to the Project Manager on the developments of the project;
  2. Working with the Project Clerk and Consultants, including on guiding the logistical and administrative tasks, assigning tasks related to project implementation, checking the validity of the research conducted by the Consultants and other output produced;
  3. Monitoring project progress in close co-ordination with the Project Manager, writing and developing correspondence and documents including procurement documents, project progress reports, other narrative and financial reports on the implementation of the ExB project;
  4. Performing other related tasks as assigned.

Necessary Qualifications
  • Completed secondary education, with additional formal trainings in administration, project management, international relations, and/or cyber/ICT security;
  • A minimum of 4 years of work experience in administration or project management  preferably in an international environment;
  • Proven knowledge of global and regional cyber/ICT security developments;
  • Demonstrated organisational, analytical and administrative skills as well as resourcefulness, initiative, maturity of judgement;
  • Previous experience in conducting and/or supervising academic research is an asset;
  • Previous experience with research on topics related to cyber/ICT security and international relations in the OSCE area is an asset;
  • Professional fluency in English, both oral and written; knowledge of other OSCE official languages is an asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Ability to operate standard computer applications including practical experience with Microsoft package.

Remuneration Package
Monthly remuneration, subject to social security deduction, is EUR 3,952 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
