Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in Budget and Finance Section, Division of Administration. The Division of Administration is committed to sustaining a service-oriented environment by ensuring that all PTS staff members receive efficient and high-quality support in the areas of budget, finance, general services, and procurement.
Reporting Lines
Under the supervision of the Finance Officer to:
Duties and Responsibilties
- Perform all general ledger reconciliations related to cash/bank accounts, assessed contributions, payroll, accounts payable, accounts receivable and goods receipt;
- Assist the Finance Officer – Accounts in making various year-end adjustments for accruals, provisions, prepayments, actuarial valuation, reclassification, fund transfers, and deferred revenue, among others;
- Assist the Finance Officer – Asset Accounting in year-end reconciliations and adjustments for non-monetary items;
- Act as alternate Asset Accountant, in particular, performing purchase order reviews and monthly reconciliations related to fixed assets, intangible asset and inventories;
- Act as focal point for US income tax refund process for staff members;
- Monitor governing body decisions related to budget and fund transfers and prepare related year-end adjustments;
- Review budget savings throughout the year, calculate cash surplus and prepare related notes and schedules;
- Contribute to monitoring the integrity of and further improving various automated statements and disclosure notes through reporting tools;
- Prepare and issue statements and schedules for the funds and accounts assigned in connection with the year-end closure;
- Provide assistance for the maintenance and assure the integrity, accuracy and completeness of the general ledger;
- Perform other duties as assigned.
Education
- University degree in accounting, finance, business administration or a related field.
Work Experience and Qualifications
- At least two (2) years of progressively responsible experience in accounting, business administration, finance or related area is essential;
- Good knowledge of, and experience in working with, international accounting standards, principles and practices is essential, preferably part of which should have been in an international environment;
- Demonstrated knowledge of International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS);
- Membership in an internationally recognized accounting body is an asset;
- Demonstrated knowledge and experience in the introduction and use of modern ERP finance applications (preferably SAP) is desirable;
- Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines.
Languages
- Excellent written and oral communication skills in English are essential;
- Knowledge of other official CTBTO languages is desirable.

Remuneration:
CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
